Consoles (PS5/Xbox) do not support mods.
Rockstar Games has a complicated relationship with the modding community. While they officially acquired the team behind FiveM(Roleplay), their stance on general modding remains strict.
Since GTA 6 is launching exclusively on PlayStation 5 and Xbox Series X|S, modding will be impossible at release. Consoles are "closed gardens." If and when a PC version arrives, the rules will likely follow the GTA V precedent: Single Player is okay, Online is forbidden.
The Rules of Engagement
Based on current Rockstar policies:

PC Single Player
Rockstar generally allows non-commercial mods for story mode (visuals, vehicles).
❌ PROHIBITED
GTA Online
Modifying multiplayer files results in an instant ban. Zero tolerance.
❌ IMPOSSIBLE
Consoles
PS5 and Xbox Series X|S do not allow file modification.
