Is Tommy Vercetti in GTA 6?

The legendary protagonist of GTA: Vice City (2002) , Tommy Vercetti, is unlikely to appear in GTA 6 for two primary reasons.
1. The Universe Rule
Rockstar Games separates their titles into distinct "Universes".
3D Universe:
GTA III, Vice City, San Andreas.
HD Universe:
GTA IV, GTA V, and GTA 6.
Characters from the 3D era do not physically exist in the HD era (except for cross-dimensional Easter eggs like Lazlow). Therefore, the Tommy Vercetti we know does not exist in this version of Vice City.
2. Ray Liotta
The iconic voice actor for Tommy, Ray Liotta, sadly passed away in 2022. It is highly improbable that Rockstar would recast such a legendary role out of respect.
Legacy
Expected Easter Eggs
While he won't be a character, expect references. The Vercetti Estate(Starfish Island) or clothing items referencing his Hawaiian shirt are highly likely tributes.
